Background:
CALSTART has partnered with other NGV stakeholders to create a Natural Gas Vehicle Cooperative Purchase Program (the Cooperative). The Cooperative offers the purchasing opportunities for light- and medium-duty vehicles for fleets and the general public. This program is currently offered in California, with the possibility of expanding to other states.

We understand there is demand for natural gas vehicles by public fleets, private fleets, and individuals who seek these vehicles as a means of reducing pollution while increasing energy security and diversity.

The Ford vehicles have been specified to use the gaseous prep engine option.  The 2011 GM/Chevrolet vehicles come standard with hardened valves and seats that are suitable for the natural gas engines. The CNG cylinder configurations are the most common size used in the industry.  Please note that some vehicles have specifications which include the standard cylinder package as well as an extended range CNG package.

Please also note that the Honda Civic GX has two dealership offerings. The first is for customers that are tax paying entities (this includes private fleets and general public). The second is for municipalities (non-taxpaying entities). Municipalities cannot use the tax credit and this is a significant benefit. The dealership is taking the tax credit and passing on the savings to the municipal fleets.

NGV Bill Overwhelmingly Passes in House

7/22/2009 10:00:00 PM

Senate bill would double tax incentives…

Washington, DC, July 21, 2009 – A reauthorization bill that would reinvigorate the Department of Energy’s (DOE) program for natural gas vehicle (NGV) research, development and demonstration won a resounding victory in the US House on Tuesday, reports Associated Press.   "It's critical that we do this, use more natural gas and natural gas vehicles," aid Rep. John Sullivan (R-OK) said. "It's vital for jobs and the economy in Oklahoma."  The purpose of the bill, which passed 393-35, is to see more NGV-powered vehicles in the marketplace – both lightweight and heavy-duty. The bill allows spending of $30 million a year on research, development, demonstration and deployment. Sullivan added that NGV infrastructure needs to be developed to make driving such vehicles more practical. "It will take some time, but we need to get on that path," he said.  In other NGV news, Bloomberg is reporting that Senate Majority Leader Harry Reid (D-NV) has introduced legislation that would double the tax incentives for the purchase of NGV’s, to $12,500 for cars and light trucks and $64,000 for heavy-duty vehicles.  “We saw last summer how the wild fluctuations in oil prices helped to wreck our economy,” said Senator Robert Menendez (D-NJ), who is sponsoring the measure. “By making it easier and cheaper to own a vehicle that runs on natural gas, we can help families save money on energy, create new manufacturing jobs and clean our air.” The bill would expand and extend tax incentives for purchases of natural gas used as a vehicle fuel and for the installation of refueling stations. The credits were set up as part of a broad energy law passed in 2005 to help secure energy supplies and lower costs, issues that are back in the forefront of Congress following record-high oil and gas prices in 2008. Refueling-station tax credits would be doubled to as much as $100,000, according to the Senate bill summary. The legislation also includes a provision that would allow businesses to claim 100 percent of the cost of building a manufacturing facility placed in service before Jan. 1, 2015.
