I. The Committee will be called the Steering Committee and is an element of the CalHEAT Research Center. (See Figure 1 – CalHEAT Center Structure in the CalHEAT Research Center Organizational Plan)
II. Purpose
The Steering committee has a primary purpose to provide guidance for and review of the CalHEAT Annual Research Plan (developed by CalHEAT Center Staff). Steering Committee Members will review the needs for technology development and/or demonstration projects that are critical to the execution of the Transformation Roadmap. Steering Committee members may also directly participate in demonstration projects, provide funding and pave the way for the market introduction of new products and the execution of the Roadmap. The specific purposes of the Committee may include the following responsibilities:
- Review and provide feedback for the Annual Research Plan
- Understand the needs of the Transformation Roadmap and make recommendations for consideration on future projects or demonstration areas
- Identify future funding for the purpose of performing against the Annual Research Plan
III. Relationship of Research Center Steering Committee to CalHEAT Research Center
It is the role and sole prerogative of CalHEAT to develop and act on its research plan. The primary role of the Steering Committee is to provide feedback to the Annual Research Plan and to assist in the execution of the plan.
IV. Membership
Composition: The Steering Committee shall consist of up to twenty members plus CalHEAT staff and Chairpersons. Members will be selected and recruited by CalHEAT staff. Committee members will constitute a cross-section of stakeholders and partners representing the utility, ports and, government agencies associated with technology and project demonstration as it relates to the medium- and heavy-duty sector.
Term: A term of membership shall last for up to three years. Terms shall be renewable.
V. Organizational Structure
Officers: The CalHEAT Principal Investigator will chair the Steering Committee.
VI. Procedural Rules
Agenda: CalHEAT staff will be responsible for developing the Steering Committee agenda. Materials requiring Steering Committee review will be provided five working days in advance of each meeting
Meetings: The committee will meet at least two times per year. Written notices of upcoming meetings will be mailed to members at least fifteen days prior to a meeting.
Notes: Notes of each meeting will be kept and prepared by the CalHEAT staff. Copies will be mailed to the members within ten working days of each meeting.
