San Jose Mercury News this week came out strongly against an effort to roll back AB 32, California's landmark global warming law. Proposition 23 would put a hold on the law requiring reductions in greenhouse gas emissions to pre-1990 levels by 2020-- which many experts agree has been spurring clean tech investment in the state over the four years since its passage. Prop 23 would suspend the law until unemployment falls from its current level, 12.3 percent, to 5.5 percent for a full year, which Merc News points out has happened only three times since 1976.
