    The California Energy Commission (CEC) has adopted their 2013-14 Investment Plan Update setting funding priorities for the $100 million in annual state funds created by Assembly Bill 118. More funding information will be available in July but in the meantime, check out the project priorities with the top three including biofuels, hydrogen fueling, and medium- and heavy-duty electric truck and hybrid vehicle demo projects.

    Tesla and Aerovironment, both past recipients of CEC funding, continue to make news. Electric auto manufacturer Tesla keeps riding the advanced vehicle technology mojo wave and Consumer Reports continues to demonstrate their ardor. They just gave the Tesla Model S Sedan its highest ever score of 99 out of 100. Aerovironment has received an endorsement of a different kind with Ford tapping the charging-system manufacturer as their official vendor for Level 2 home-charging systems.

    GE Capital Fleet Services recently queried fleet managers about their top focus for their truck fleets. Understanding the impact of new vehicle technologies and alternative fuels ranked right up there, along with specifying the right truck for the right job. All of the above is on the agenda next week when CALSTART joins forces with Alabama Power Company, Alabama Clean Fuels, SE Clean Cities Coalitions, and the National Association of Fleet Administrators (NAFA) as we present the HTUF SE Regional Fleet Workshop in Birmingham, AL  Wednesday, May 22. More than 20 trucks are in the Ride & Drive including vehicles from Altec, Boulder Electric Vehicle, DesignLine, Freightliner, Griffin, Hino, Isuzu, Odyne, Terex, Via Motors, and XL Hybrids. Registration is open through COB this Friday.

    For fleets trying to figure out the best way to dip their toe in the alternative fuel/advanced technology pool, incentive programs can be the key to taking the leap. One of the sessions in Birmingham will focus on strategies for rolling out such programs throughout the U.S. Trucking Info shares information on available funding for the successful California Hybrid Voucher Incentive Program (HVIP). Tom Brotherton is CALSTART’s resident expert on that project and will be leading the session in Alabama. Several of the Ride & Drive participants listed above have taken advantage of HVIP and are also knowledgeable about how to make these programs work.

    CALSTART teamed with NAFA in presenting a sustainability track at their most recent Institute & Expo (I&E)  in Atlantic City, NJ. They are already hard at work trying to identify the speakers and topics for their I&E 2014, taking place in Minneapolis, April 8-11, 2014.     Los Angeles Mayor Antonio Villaraigosa had a chance to reflect on his eight years in office before a global audience of port officials yesterday, where he pointed to the LA port as being at the forefront of advancing clean energy alternatives and air pollution reduction strategies. In particular he highlighted the clean truck program that reduced emissions from trucks at the port by 98%.

    Self-driving entrepreneur Elon Musk (you know-Tesla) likes the word ‘autopilot’ more than ‘self-driving’ but alas, his reference point is driverless technology, not himself. While the manufacturer is in talks with Google about their technology, he suspects they will develop their own autopilot system, underscoring the importance of bringing down the overall vehicle cost so mainstream customers can afford them.

    Cost-cutting is the industry mantra when it comes to market acceptance of all advanced technology vehicles, and GM’s CEO and Chairman was in California yesterday addressing that very point. Dan Akerson pointed to the price of the Chevrolet Volt saying he believes they can reduce the cost of the next-generation vehicle by $7-$10k. Cost and performance are on the minds of Toyota officials, too, and Sr. Managing Officer Shigeki Suzuki recently told an audience in Tokyo that plug-in hybrid technology is the best medium-term option to achieve results in those areas. And, just in time, a new Consumer Federation of America analysis shows that consumer acceptance of electric vehicles (EVs) is higher than hybrids when they were first introduced.

    The California Energy Commission (CEC) understands as well as any funding entity the importance of market research and toward that end, engineering technology consultancy Ricardo has been awarded $750,000 to perform a comprehensive survey of the commercial plug-in EV market. In California-related natural gas news, the California Air Resources Board is out with a new proposal that would modify the certification process for AFV conversions. Manufacturers that fit certain criteria would enjoy a streamlined application and certification process. The ubiquitous CalNGVC president Tim Carmichael finds much to like in the proposal but also voices some concerns. Check them out and get your comments in by their mid-May deadline.

    We’ve got plug-ins, natural gas, hybrids, propane, aerial devices and lifts, idle-reduction and the whole kit and caboodle (reference the original Star Wars Episode) of high-efficient, clean truck fuels and technologies taking center stage on May 22 in Birmingham, AL.     The Energy Information Administration (EIA) is out with a new analysis showing how easy it would be to keep CO2 emissions from rising between now and 2040. All it would take, they say, is to make a variety of renewable energy tax credits permanent and regularly update fuel efficiency standards at an annual average rate of 1.4%. Outgoing Transportation Secretary Ray LaHood points to Obama administration new fuel economy standards as the thing that will become the President’s legacy. LaHood made the comment at a press conference earlier this week announcing Obama’s choice to replace LaHood with Charlotte Mayor Anthony Foxx.

    May Day. May Day. Bad news for electric car maker Coda. The Los Angeles based company filed for Chapter 11 bankruptcy protection today allowing them to exit the automotive sector and focus on energy storage. Just what will it take for electric vehicles (EVs) to succeed is the question that the Christian Science Monitor poses. Among their suggestions is giving buyers bigger tax breaks, funding battery research, infrastructure development and instituting a gas tax.

    Building dreams comes naturally to Chinese company BYD whose vision of manufacturing electric buses in the U.S. is coming to fruition. Today the company announced plans to open a manufacturing plant northeast of Los Angeles with initial plans to build 10 electric buses by next year for the city of Long Beach. As buses transition to alternative fuels and technologies, the American Public Transportation Association (APTA) reports that more than 35% of U.S. public transportation buses are hybrid, or fueling with biodiesel or natural gas. The real trend, though, is that CNG and LNG buses are leading the pack.

    The New York State Energy Research and Development Authority is out with funding news, including that Electromotive Designs has received $250k. The company focuses on hybrid-electric engines for buses and trucks using ultracapacitors manufactured by Ioxus. And, thanks to the California Energy Commission (CEC) CALSTART and Odyne Systems will soon begin working on advanced diesel plug-in hybrid electric truck systems.

  • Halo Tripping

    Could the U.S. be making small gains in terms of emissions reductions? That’s the news from a sweeping overview of climate change policies globally, released this week by the Climate Policy Initiative. In spite of a lack of clear policy initiatives related to climate, carbon dioxide and greenhouse gas emissions are falling. On the other hand, the federal Energy Information Administration released data yesterday showing CO2 emissions could start climbing, but perhaps more slowly than recent decades because of policies like increased vehicle fuel efficiency standards. The International Energy Agency (IEA) is out with a report, too, that finds globally, low-carbon energy is stalled.

    California Air Resources Board Chairwoman Mary Nichols isn’t appreciating recent efforts that automaker trade groups have made to block California’s zero emission vehicle (ZEV) mandates. Speaking at the SAE World Congress, Ms. Nichols questioned why they would undermine market progress. Nichols commented, “Talk about shooting yourselves in the foot, or maybe I could say, tripping over your own halo.” California requirements to build ZEVs have played a significant role in more new EVs coming to market over the next 18 months. The Detroit News reports that the electric motors for GM’s Spark EV will be built at their Baltimore Operations plant. The vehicles will be sold in California and Oregon this summer.

    Toyota is out with news today that their global hybrid vehicle sales have surpassed 5 million, accounting for 14% of its global sales. Toyota currently sells 19 hybrid passenger car models and one plug-in hybrid and expects to have 18 new hybrids between now and the end of 2015. Protean Electric continues to innovate, too, with their new production in-wheel motor, designed to be paired with a gas engine as part of a hybrid system.

    Natural gas enthusiasts will be pleased to learn that Shell and TravelCenters have confirmed a deal that will result in truckers having access to liquefied natural gas (LNG) in 100 facilities across the U.S.  The companies are touting this as the first coast-to-coast fueling network. And in California, Propel Fuels continues to invent fueling station models that have something for everyone. Their Clean Mobility Center offers E85, biodiesel and conventional fuels. They’ve opened a fueling station in Fresno with biofuels sourced from local producers. 

    If you just can’t get enough of this stuff, you might consider attending NAFA’s annual confab in Atlantic City, NJ next week. You won’t be alone as there will be over 270 exhibitors and the hotel room blocks are sold out.   • The Hill is Alive

    President Obama has submitted his budget proposal to Congress and proponents of alternative fuels and advanced vehicle technologies should be very pleased. The recommendation is for the Department of Energy (DOE) is for an 8% increase over the 2012 level. And, for advanced vehicle technologies research the proposal calls for $575 million, or an increase of 75%. It also includes $282 million for next-gen biofuels and $2 billion to transition vehicles away from oil.  The National Science Foundation is talking money, too, but in their case they want to give away up to $13 million for sustainable production of electricity and transportation fuels. The categories include biomass, biofuels, and bioenergy, as well as advanced batteries for transportation.

    The Hill is alive today with what the National Journal calls a “high-drama clash” over global warming with Gina McCarthy (President Obama’s choice to lead the EPA) on the hot seat. She’ll be answering questions from the Senate Environment and Public Works Committee, which is considering her nomination. Tackling clean air issues has been a specialty of California and Governor Jerry Brown is in China this week with an eye toward partnering to reduce air pollution by forming business deals with the Chinese. Yesterday he secured an accord with Environmental Protection Minister Zhou Shengxian to enhance cooperation on air pollution reductions, the first such accord between the Chinese government and a U.S. state.

    The U.S. Energy Information Administration (EIA) says that alternative fuel use jumped by 13% in 2011, including a 35% increase in consumption of electricity in light-duty vehicles. Natural gas was the consumption winner with 246,489 gasoline-equivalent gallons used, or half of all alternative fuels used by vehicles in the U.S. in 2011. The natural gas friendly American Clean Skies Foundation is out with a report that says the transition to natural gas fueled transportation between now and 2025 will have a very small impact on natural gas prices, paving the way for even greater growth over the next decade.

    Navigant Research is forecasting, too, and their bet is that by 2020, 200,000 plug-in vehicles will have vehicle-to-building (V2B) technology installed in them. They contend that vehicle and building owners can both win to offset the costs of electric vehicles (EVs). Here! Here! say the manufacturers of six new PHEVs that will debut over the next year. The vehicles to watch for include the BMWi3, Cadillac ELR, Chevrolet Spark EV, Fiat 500e, Mitsubishi Outlander Plug-In, and the Smart for Two Electric Drive.

    The Environmental Protection Agency did announce last week, as expected, a proposal that would bring gasoline standards to the same level as those in California. The Tier 3 standards would cover cars, light-duty trucks, medium-duty passenger vehicles, and some heavy-duty vehicles, and would be phased in beginning in 2017. 

    President Obama will be in the Bay Area tonight for a lot of fundraisers which will no doubt generate discussion about the Keystone XL pipeline, clean transportation,  and clean energy investment. While there, perhaps he’ll get a chance to pay homage to the Bay Area for being the number 1 market for plug-in electric vehicles (EVs). The Bay Area Climate Collaborative has opened nominations for the “Ready, Set, Charge!” awards to honor leaders integrating EV infrastructure, policies, programs and education into their communities. The Puget Sound Clean Air Agency will be making an award at some point but first they have issued a solicitation to test engine upgrade and conversion technologies on older heavy-duty diesel trucks, in particular, trucks at the Port of Seattle.

    What if you manufactured a battery that isn’t flammable, isn’t explosive, and isn’t corrosive?  In the case of Aquion Energy it means the world’s second-richest person, Bill Gates, has invested in the startup that aims to store “environmentally benign” power for stationary applications. Battery range is a bugaboo for vehicle applications but BMW and Fiat have concocted a new idea that would include a complimentary loaner car option to help at times when extra-long trips are planned. The Fiat model includes a rental partnership with Enterprise Holdings.

    Tesla can lay claim to news ubiquity and this time it is because Mercedes-Benz has unveiled a new EV manufactured in partnership with the California-based company. The vehicle goes on sale early next year in a few states. Wired is in full blown sarcasm mode suggesting that if you “…don’t have a broker on speed dial” you might be interested in Tesla’s Model S leasing program which Elon Musk recently rolled out. Wells Fargo and U.S. Bank are partners and the monthly lease averages $1,199 a month.

    On the truck side, Hino is making a splash in California. Hollywood-based Rent A Car Truck and Van has become the first rental agency in the US to take delivery of the new 2013 Hino diesel-electric hybrid which claims fuel economy savings of 30-35%. The truck is available through all Hino dealers nationwide and is making significant inroads in California because of the Hybrid Voucher Incentive Program (HVIP) where all fleets operating in California are automatically eligible for HVIP.

    High efficiency technologies to yield significant fuel savings are all the rage from turbocharging and new fuel injection techniques to hydraulic hybrids and range-extended EVs. All of these and more are the focus of the trucks and technologies that will be part of CALSTART’s High Efficiency Truck Users Forum (HTUF) regional meeting at the Barber Motorsports Park in Birmingham, Alabama on May 22nd.   • Commuter Nirvana

    Automakers gathered in Washington, DC last week to urge the Obama administration to issue low-sulfur gasoline rules, backing the Environmental Protection Agency's (EPA) planned "Tier 3" fuel and vehicle emissions rule. Oil interests are crying foul saying it will cost them too much to comply, while advocates call the rules important to advance public health benefits and are needed to harmonize with California's emissions rules.

    The Department of Energy's ARPA-E program has $40 million available for two new programs aimed at new technologies that will wean U.S. cars and trucks away from oil. One focuses on techniques to process and recycle metals, making vehicles lighter. The second is for the conversion of natural gas to liquids for transportation fuels. The California Air Resources Board also recently announced they are putting an additional $6 million in funding into the state's Clean Vehicle Rebate Project, adding to $4.5 million that the California Energy Commission (CEC) put in two weeks ago. The $10.5 million provides tax credits that, according to ARB Chair Mary Nichols, will help "...establish California as the EV capital of the nation."

    Fuji Electric Corporation of America is helping to do their part to realize that vision. This week the company has started U.S. production of its 25 kW DC EV quick chargers which are manufactured in Milipitas, California. The Golden state already has an impressive amount of charging infrastructure for their growing number of EVs, including the ubiquitous Chevy Volt. AAA has just bestowed another honor upon General Motors by naming the Volt among the best commuter vehicles in the U.S. The Toyota Prius and Prius V also received honors in that category.  

    The California Hybrid, Efficient and Advanced Truck (CalHEAT) Research Center (which is sponsored by the CEC and operated by CALSTART) held its third Forum yesterday in Sacramento where a who's who of industry stakeholders gathered for an update on the pathway for commercialization of advanced, efficient truck technologies. Natural Gas continues to generate a lot of buzz and Volvo Trucks along with Mack Trucks is creating even more this week as they announced collaboration with Shell to further expand liquefied natural gas (LNG) infrastructure to ensure commercialization success.

    Gaseous fuels, electric, biofuels and infrastructure of all kinds take center stage in Washington, D.C. the week of April 7 when Clean Cities coalitions and industry stakeholders gather for Energy Independence Summit 2013. CALSTART's Tom Brotherton joins an opening day session to talk about state initiatives and his will include the California Hybrid Voucher Incentive Program (HVIP). Other notable speakers include Sharon Burke, Assistant Secretary, U.S. Department of Defense, and Heather Zichal, Deputy Assistant to the President for Energy and Climate Change.

    The rapid pace of technology developments require creativity, both for things from the past and those yet to come. For the former, think of pay phones, specifically, the 5,000 dotting the streets of New York City. The New Museum has an exhibit focused on 1993 and some clever person is using the phones to promote the exhibit by allowing people to use the phones, dial 1-855-FOR-1993. Callers will be redirected back in time as they are regaled with tidbits about what life was like in the city twenty years ago.  Now, full speed ahead to the perfect parking garage, an experimental project devised by Audi. Picture this-you pull up to a parking garage, get out of your car, and voila it drives itself into the garage and finds a parking spot. At the end of the day you press a button on a smartphone app and the car obediently returns. While fully autonomous cars aren't here yet, drivers in Ingolstadt, Germany are diving into the future as they test what could become commuter nirvana.

  • In It For The Long Haul

    The Mid-America Truck Show (MATS) is taking place this week in Kentucky and so far there is a lot of buzz about fuel economy. Autoblog is touting the Cummins and Peterbilt SuperTruck which is demonstrating a tractor trailer that is achieving a 54% increase in fuel economy. This week Allison Transmission announced results from over 100 major fleets using their TC10 transmission in real world duty cycles over the past two years. Their TC10, on display at the MATS, is showing a 5% fuel economy improvement over manual and automated manual transmissions. Fans of hybrids will want to know about Echo Automotive’s plug-and-play kit that provides a $10,000 retrofit of 2007 to 2013 Ford E-series trucks. The company claims fuel savings of 25-50%, meaning a payback in 3-4 years.

    Innovation on the fuel side continues to expand and the latest is an announcement that refiner Tesoro has agreed to buy algae-derived green crude oil from California-based Sapphire Energy, which has an algae farm in Columbus, New Mexico. Sapphire, which has Monsanto and Bill Gates as investors, sees this as validation of the market viability of green crude.  

    There’s no slowing down for natural gas, which is in it for the long haul. Quantum Fuel Systems, which makes compressed natural gas (CNG) fuel storage tanks and systems, has seen a meteoric rise in sales from 2011 to 2012. Their ultra-lightweight Q-Lite storage tanks have been very popular with new orders increasing by 231% year-to-year, totaling $19.1 million last year. National Geographic also carefully demonstrates the unstoppable momentum of NG for trucking. Heavy-duty trucks account for more than one-tenth of all U.S. oil consumption and for long-haul trucking, liquefied natural gas is an energy dense dream come true for those wanting cleaner and more affordable fueling solutions. From Boone Pickens and Clean Energy to Cummins Westport, Westport, Freightliner, Kenworth, Peterbilt, Volvo and Navistar, the story lays out how the stars are aligning for NG trucking.

    The National Research Council was tasked three years ago with figuring out if it is possible to cut emissions and fossil fuel use by 80% by 2050. The answer from a panel of experts is no way if it is left up to the market to make it happen. Instead there has to be a suite of policy and technology solutions. California has multiple strategies in place to figure that out, not the least of which is the California High Efficiency and Advanced Truck Research Center (CalHeat). Sponsored by the California Energy Commission (CEC), CALSTART brings industry leaders together next Tuesday in Sacramento to look at the roadmap and development of strategies to expand the market for clean trucks. Registration is still open for the March 26 Forum.

    CALSTART is also participating in Energy Independence Summit 2013, taking place April 8-10 in Washington, DC. CALSTART Regional Director Tom Brotherton will participate in a roundtable on innovative state policies including successful models for voucher incentive programs.   • A Repurposeful House

    If no one was answering your phone calls last week it could be because a who’s  who of the industry assembled in Indianapolis for the CALSTART and NTEA Green Truck Summit, followed by NTEA’s Work Truck Show. While there, CALSTART VP Bill Van Amburg held a press briefing on a new business guide on the rapidly growing truck and bus market in China. CALSTART’s efforts to assist U.S. companies in launching or expanding efforts in China includes the U.S. China Truck and Bus Forum that will take place later this year.

    If being “in the know” is an aspirational goal, there are several upcoming meetings to be aware of. The third annual California Hybrid, Efficient and Advanced Truck (CalHEAT) Forum takes place March 26 in Sacramento. The program, which is sponsored by the California Energy Commission and operated by CALSTART, invites stakeholders to help develop research and market transformation plans. California’s successful Hybrid Voucher Incentive Program (HVIP) is just one of the topics that CALSTART’s Tom Brotherton will address as a speaker on an Innovative State Policies panel at the upcoming Energy Independence Summit in Washington, D.C. April 8-10. This Transportation Energy Partners (TEP) event also features U.S. Department of Energy (DOE) Acting Under Secretary David Sandalow and will showcase the successes of Clean Cities Coordinators.

    Wait, wait, there’s more. The National Association of Fleet Administrators (NAFA) and CALSTART have teamed up to present a green training track at NAFA’s upcoming annual meeting  in Atlantic City, New Jersey. CALSTART has developed the sessions that include everything from how to plan a fleet sustainability path to myths, facts, and misperceptions. FedEx Express is one company that can demonstrate the results of good planning. The company has announced that their global vehicle fleet has already exceeded their 2020 fuel economy goals. Matching the right vehicle to the right route was a key step in helping them realize a greater than 22% improvement.

    The City of Chicago has their sight set on significant cost savings, emissions reductions and fuel economy improvements through the purchase of 20 Heavy-Duty electric-powered trash trucks. Motive Power Systems, the supplier of the electronic controls, estimates a 50% reduction in operating costs for the first of their kind trash trucks in the nation. The affordability of electric vehicles (EV) is the focal point of more than $50 million that the DOE has announced in the form of a Funding Opportunity Announcement (FOA). Their target is new research projects that will make plug-in EVs as affordable to own as gasoline powered vehicles. The FOA identifies twelve interest areas.

    If fuel cell and hydrogen technologies are more your thing, DOE has also issued a request for information from stakeholders who can provide feedback on technology and validation and deployment for commercialization. There are nine interest areas ranging from refueling protocols to hydrogen storage tank systems.

    And finally, for those who just want to delight in innovation, meet Derek Diedricksen who gathered repurposed goods from dumpsters and construction sites to build a tiny house that he calls the “Gypsy Junker.” There’s solar, gardening, music, sleeping and humor, and it is all documented in the “Tiny Yellow House” video. The best part of all may just be the price tag-$1200!

  • Full Green Ahead

    Midwest Energy News is a great, free publication that tracks energy news. Today’s feature is on the powerful American Legislative Exchange Council (ALEC), which has taken a very public stance against renewable energy portfolio standards (RPS) and has even drafted a model bill to repeal state RPS programs. The weakening of clean energy support is being tested across the country, including Ohio, Missouri and Kansas. Midwest Energy News takes a look at the strategies being employed to roll back clean energy progress.

    Big ideas are ruling the week in Washington, DC where ARPA-E’s Energy Innovation Summit will wrap up after this final day. ARPA-E was created to demonstrate innovative early-stage technologies allowing for a pathway to commercialization.  Speakers include Energy Secretary Steven Chu, New York Mayor Michael Bloomberg, and Senators Ron Wyden, Lisa Murkowski and Lamar Alexander. CALSTART’s John Boesel and Kevin Beaty are in attendance, too, as is Tesla’s Elon Musk who yesterday pledged to pay back their DOE loan in five years instead of ten.

    Canada is playing catch-up to the United States as earlier this week federal Environment Minister Peter Kent announced that they’ll adopt the same greenhouse gas rules for trucks that the U.S. finalized in August of 2011. Canada’s transportation sector accounts for 25% of their greenhouse gas emissions. “If you care about climate change you should worry about transportation,” according to Northeastern University Professor Stephanie Pollack speaking in a special series on the role of transportation in climate change. Moving people and goods creates about 1/3rd of all greenhouse gas emissions with 80% coming from cars and trucks.

    What’s the solution? Advanced truck technologies are playing a big role and California is leading the nation in the adoption of zero-emission and low-emission vehicles. Loveland, Ohio-based Amp Electric Vehicles is the latest company to gain approval from the California Air Resources Board. Their all-electric truck designed for the package delivery market is eligible for sale in California for the 2014 model year which began last month. And, thanks to the California Energy Commission, US Hybrid has received a contract to deliver two plug-in hybrid CNG Class-8 trucks for drayage trucking operations.  The two-year demo begins in early 2014 and the aim is to reduce GHG emissions by 60%.

Westport Innovations will not only be in Indianapolis but they will formally debut (at the Work Truck Show following GTS) the Westport WiNG CNG bi-fuel system which will be available on the Ford F-450 and F-550 Super Duty trucks beginning April 1. In addition to trucks, the GTS which is March 5-6 will have keynote presentations from a range of people including ALTEC’s Chair and CEO Lee Styslinger, and CALSTART’s CEO John Boesel.   • Priceless Money

    For the record, it has been a great week at CALSTART but before delving into that, it appears that President Obama is signaling his earnestness about addressing climate change by leaning toward appointing the current chief of the Environmental Protection Agency’s action arm, Gina McCarthy, as the new Administrator of the Environmental Protection Agency (EPA). Many sources thought that would happen this week. Erstwhile Administrator Lisa Jackson officially stepped down last Thursday.

    Under Ms. Jackson and other federal agencies (also with heavy involvement from the California Air Resources Board-CARB), big strides have been made in recent years in fuel efficiency gains. “High-Efficiency” is the namesake of CALSTART’s High-Efficiency Truck Users Forum (HTUF) which marked a new beginning this week with a new action group meeting in Pasadena. How high is the high, and how efficient is the efficiency, dominated conversations as industry leaders grappled with what actions can move the commercialization needle. MIT Review picked up on the same topic by suggesting that lightweight materials matter, suggesting that to reach new fuel economy targets, more is needed than new engine technology. 

    Investment and energy storage were both raised as focal points at the HTUF meeting and ARPA-e is answering that call with an RFP that offers $20 million to help create a plug-in vehicle that competes with gas-powered cars. $250k-$10 million grants are up for grabs for those up to the challenge of creating a $30k EV that can go 240 miles on a single charge.     Odyne Systems, a leader in plug-in hybrid systems has representation this week both in Pasadena and in their home town of Waukesha, Wisconsin where Governor Scott Walker tapped their facility to make an investment announcement. The Governor showed up to share the news with Odyne employees as the audience, that he wants to invest $25 million in initiatives that will create jobs for start-up and emerging companies.

    Money talks and many lucky recipients of the California Energy Commission’s recent announcement of $17 million in funding to support advanced technologies are happily listening. CALSTART is among them and we’ve been awarded $3.5 million and change to extend and expand the California Clean Truck Demonstration program. Kudos to member companies Aerovironment and the Sacramento Municipal Utilities District for their awards.

    For those looking for funding, Fleets & Fuels is sharing news that the Maryland Energy Administration is offering vouchers to help offset the cost of natural gas vehicles (NGVs) up to $20k. The awards are limited to five per operator and available to fleets registered in Maryland. And, a little reminder that CALSTART is administering year three of the California Air Resource Board Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP). Money IS available and dealers can submit requests until the funding runs out. Ah, money can be priceless.

  • Energy Scorecard

    Here’s the energy score from last night’s State of the Union (SOTU) address. Energy, 18 mentions; climate, 3; environment, 0; emissions, 1; coal, 0; natural gas, 5; oil, 5; nuclear (as a source of energy), 0; renewables, solar and wind, 5; Hurricane Sandy, 2. That may provide some insight into President Obama’s priorities. Of natural gas, he said we should continue to take advantage of the boom in any way we can while being mindful of the environment. He also called on lawmakers to take action on climate change saying if they don’t he’ll unleash his administration to address it. Climate change seems to be high on his priority list as he urged market-based approaches.

    The transportation industry is certainly heeding the President’s advice to take full advantage of the natural gas boom. In partnership with Chesapeake Energy, Minneapolis-based 3M has announced a new tank for CNG vehicles that is cheaper, lighter and holds more fuel than other similar tanks, possibly making vehicle conversions more affordable. The State of Pennsylvania is doing their part to incentivize natural gas purchases. Their Alternative and Clean Energy Program is up and running again and compressed natural gas (CNG) and liquefied natural gas (LNG) fueling infrastructure and NG stations are now eligible for funding. 

    I’m thinking Cummins Westport is feeling pretty good about California these days. The Canada-based engine manufacturer has the distinction of supplying two of the largest transit fleets in North America with their ISL G 8.9 litre engine. LA Metro and the San Diego Metropolitan Transit System will take ownership of the 900 new buses in 2014 and 2015.

    The envelope please…the American Truck Dealers (ATD) recently announced their Truck of the Year awards for heavy-duty and medium-duty trucks. First up is Kenworth’s T680 76-inch Sleeper with Paccar MX engine which is achieving significant fuel savings. The medium-duty winner is Hino’s diesel-electric hybrid, which has won three times in its four years of existence. The company promises more innovations ahead including natural gas and other “green fuels” for trucks. The company has also announced that they are signing their 200th dealer in the U.S. and plan to add at least 12 priority markets in 2013.

  • Virtual Changes

    Three quick hits on what’s up with the comings and goings of Obama administration appointees. The first one is a jewel, Sally Jewell, that is. Obama is expected to nominate her today for Interior Secretary. She’s currently the CEO of REI, and has worked in the past both as a banker and engineer for Mobil Oil Corporation. Last week, Energy Secretary Steven Chu made it official that he’s leaving the administration, following in the footsteps of EPA Administrator Lisa Jackson who resigned earlier. Speculation is strong that her replacement will be Gina McCarthy who currently serves as the assistant administrator for air and radiation for EPA. Whew!

    Ms. McCarthy, along with the rest of us, will get a clue next week in Obama’s State of the Union speech about his seriousness related to curbing emissions from power plants, perhaps pledging to move beyond proposed EPA rules on emissions from new  plants to tackling existing coal plants. How does zero emissions sound? In the transportation world UPS likes the sound of it and yesterday they earned even greener street cred by rolling out California’s largest EV fleet.  The trucks are manufactured by Stockton-based Electric Vehicles International, and who’s who of VIPs were on hand, including Governor Jerry Brown and CALSTART CEO John Boesel, to hail the achievement.

    How do trucks waste $27 billion worth of time and diesel fuel a year? Traffic jams, that’s how. Even worse, the Texas A&M Transportation Institute estimates that 56 billion pounds of additional CO2 emissions can be attributed to traffic congestion. Enter Carnegie Mellon University with a novel solution for reducing city congestion-get rid of traffic lights. A world of Virtual Traffic Lights would have your car transmitting data like speed and location, to other cars, as you approach an intersection. The virtual system processes information for vehicles in the area “with the help of a lead car that changes every cycle.” The driver will then see a red or green light on their windshield instead of from a stop light hanging in the intersection.

    The largest user of oil in the U.S. is the Pentagon and they continue to cement their reputation as early adopters of cutting-edge technologies by spending $20 million in the first year of a pilot program testing a fleet of plug-in electric trucks and buses that let them communicate with the grid. Their bet is that vehicle-to-grid technology will rapidly offset the higher price of electric vehicles.  Showcasing military vehicle efficiency this week was Jay Leno who invited Army Material Command leaders to his garage to showcase the new Demonstrator vehicle, which was designed by the Tank Automotive Research, Development and Engineering Command (TARDEC). They even took a test drive through the streets of LA. 

    But wait, there’s more- CALSTART member Complete Coach Works (CCW)  landed a spot on Jay Leno’s Garage too where CCW’s Macy Neshati talked about their zero-emission electric bus conversions that are getting a 90 mile range and cost about half the price of new electric buses. CALSTART is part of this project with CCW, Ben Franklin Transit, and the FTA.  None other than CALSTART’s Fred Silver and Andrew Papson can be seen riding in the bus behind Jay as they took it for a spin.   • Charging Ahead

    Transportation Secretary Ray LaHood announced this week that he’s stepping down, in spite of President Obama asking him to stay. He announced it to his staff yesterday morning  saying, “...we have taken transportation into the 21st century with CAFÉ Standards, NextGen, and our investments in passenger and high speed rail.” Meanwhile, the U.S. Court of Appeals for the District of Columbia gave a nod to the American Petroleum Institute (API) last week by ruling that the Environmental Protection Agency’s (EPA) estimate for cellulosic biofuel production “did not take neutral aim at accuracy.” The court told EPA to re-evaluate the 2012 production standards and come up with something more realistic for future years.

    Zero emission vehicles got a bump up yesterday as Ford, Nissan and Daimler announced an alliance to develop hydrogen technology. In their news conference they said the partners would produce 100,000 vehicles, but no timeframe was given. The bugaboo lies in building up hydrogen fueling infrastructure. The companion infrastructure challenges with electric vehicles seem to be moving along fine in terms of the power grid, according to a story in Forbes. Surveyed utilities do not see a short-term impact on the need for new generating capacity and the majority thinks they have adequate transmission infrastructure in place. One utility, Indianapolis Power & Light, is so gung ho about the possibilities that they are donating 26 charging stations in support of Mayor Greg Ballard’s ambition to clean up the city’s vehicle fleet with “post-oil alternatives” by 2025. The cost, offset by a DOE grant, is estimated to be $120-$150k.

    The city of Beijing is displacing petroleum, too, but that’s because of sobering levels of airborne particulates which the city is rating as “heavily polluted.” Beijing’s near-term solution is to take 180,000 old polluting vehicles off the roads. Nature’s signals that something is amiss have more American’s believing that climate change needs to be addressed. MIT’s Richard Lester, author of “Unlocking Energy Innovation” argues that the U.S. solution will not come from the federal government, but rather, the only solution is to bypass Washington, DC to meet one of the 21st century’s greatest challenges. 

    There is nothing funny about climate change, except for Steven Colbert. He weighed in recently by focusing on some remaining, intransigent naysayers insisting that China and India won’t touch this problem so we should give up. He included one observer who said it would be at least 100 years before we could see a change. Said Colbert sardonically, “I don’t want to be one of those Grandpa’s who spoils the grandkids with a habitable planet.”

  • National Treasures

    It was an action packed Monday in Washington, D.C. around swearing in President Obama for a 2nd term complete with a State of the Union address. Transportation was mentioned twice and particularly noteworthy was his willingness to address climate change, by saying, “We, the people, still believe that our obligations as Americans are not just to ourselves, but to all posterity. We will respond to the threat of climate change, knowing that the failure to do so would betray our children and future generations. Some may still deny the overwhelming judgment of science, but none can avoid the devastating impact of raging fires, and crippling drought, and more powerful storms. The path towards sustainable energy sources will be long and sometimes difficult. But America cannot resist this transition; we must lead it. We cannot cede to other nations the technology that will power new jobs and new industries - we must claim its promise. That's how we will maintain our economic vitality and our national treasure - our forests and waterways; our croplands and snowcapped peaks. That is how we will preserve our planet, commanded to our care by God. That's what will lend meaning to the creed our fathers once declared.”

    It’s not clear what actions will back up that proclamation but the World Economic Forum at their meeting in Davos, Switzerland this week is out with new analysis saying that it will cost the world an extra $700 billion a year to curb our addiction to fossil fuels. And, the cost if we don’t? Perhaps China’s ongoing struggles with dangerous smog levels provides pictures worth a thousand words. The Guardian shows disturbing images of smog blanketing Beijing as PM2.5 particulates continue to plague many parts of the city.

    The Chinese government this week implemented new rules for increased fines for vehicle emissions when smog reaches dangerous levels. If electric vehicles (EV) can be the antidote to polluting cars, the US is sitting pretty, according to a new Pike Research report. According to their findings, the US will claim the largest EV market by 2020 with North America accounting for 50% of sales. Honda is hoping their 2014 Honda Accord Plug-in hybrid (on sale at some dealers in NY and California) will account for a good number of those sales. In a recent announcement the automaker said it is “…the most efficient Sedan in America.

    Ford and General Motors are demonstrating positive job and manufacturing growth resulting from their sales of fuel-efficient vehicles. Ford plans to hire 2200 salaried US workers in 2013 to support their fuel-efficient vehicle expansion. GM has announced they will pump $1.5 billion into North American facilities as part of their annual investment plan. The company expects to save thousands of dollars in costs per car this year as they produce the next generation Volt which will incorporate a more fuel efficient design.

  • Airpocalypse

    China experienced airpocalypse over the weekend with some of the worst smog on record. A doubling in size of automobile volume sales in four years and an absence of cleaner fuels are being blamed. The Minister of Environmental Protection has vowed to decrease vehicle emissions. “Airpocalypse” could be the title of a new draft report released by a federal advisory committee issuing a stark warning to the American people about already occurring climate change and what lies ahead. Are cities leading the way in mitigating climate impacts? Sort of. A soon to be released Urban Affairs Review article says cities have more agility in adopting climate change policies and are doing so incrementally, beginning with the low-hanging fruit. The bad news is they tend to stop when the remaining fruit is harder to reach.

    The U.S. Auto Czar is back in the news. You’ll remember the position was created to help create jobs in auto manufacturing and supplier plants in distressed communities in 2009. Mr. Czar himself spoke at the North American International Auto Show in Detroit yesterday saying the President could have an announcement soon that the position will shift to focus on distressed manufacturing in general. Theatrics prevailed at the auto show yesterday as VIA Motors enlisted trapeze artists and a hologram of Thomas Edison to draw attention to their product release of three new vehicles. VIA is supplying vehicles to PG&E and Verizon, companies they say that have enough muscle (30,000 vehicles) to kick-start the EV revolution by themselves. Verizon is receiving extended-range electric cargo vans.

    Ethanol enthusiasts happily received another win as a Federal Court yesterday preserved an EPA ruling that permits the sale of a high-ethanol fuel blend. This is a setback for the oil and gas industry which opposes the use of E15. E85 availability is expanding in California where Pearson Fuels received a grant for $1.35 million which means 19 more E85 pumps will be installed around the Golden state.

    Kudos to Quantum Technologies which has announced a $2.5 million contract to supply its Q-Lite brand CNG fuel systems for Greenkraft Vehicles. Their systems are configured to enhance performance of CNG medium-duty trucks for food service, electric and construction contractors, pest control, plumbing, and landscaping. The City of Chicago is pleased enough with the flexibility of the customized vehicle options that Motiv Power Systems provides that they have committed $13.4 million for new trucks and buses. Motiv’s ePCS system is compatible with any type of chassis, allowing fleets to customize their vehicles.

    And which fleet is the greenest of them all? While that should be left for others to decide, UPS has some powerful historical street cred. The delivery giant’s archivist was digging around and discovered a document asking for funds for three new “Gould Batteries for two ton Walker Electric Trucks.” That was…wait for it…80 years ago! That is one long-lived sustainability commitment.

  • Quiet Riot

    2013 came in with a bang but that hasn’t deterred the National Highway Transportation Administration (NHTSA) from making a little noise over hybrid and electric vehicles (EV) meeting minimum sound standards. Their proposal, designed to decrease pedestrian and bike injuries, is to mandate that the vehicles make detectable sounds when going under 18 mph. The notice is headed for the Federal Register and a 60-day public comment period. Balqon Corporation entered the new-year out loud as the recipient of just under one million dollars to develop three on-road electric trucks for use at the Ports of Long Beach and Los Angeles. The Department of Energy (DOE) funding is expected to demonstrate solid zero emission trucks with short charge times.

    There’s a lot of scuttlebutt about who will replace DOE Secretary Steven Chu, but unlike erstwhile EPA Administrator Lisa Jackson, he has yet to announce he’s leaving. So, the whisper campaign has begun about who the new EPA Administrator might be and leading the list is former Washington Governor Christine Gregoire. Also in the appointee rumor mill are EPA’s Gina McCarthy and California Air Resources Board Chairwoman Mary Nichols.

    So what lies ahead for the year in terms of energy policy out of Washington D.C.? If InsideClimate News is right, maybe not all that much. There could be a comprehensive energy efficiency bill out of the Senate and possibly some tax code tweaks. Of greater interest is a focus that the fossil fuel industry has placed on the 29 states that have long-standing renewable energy standards. One-third of those have introduced legislation to weaken those standards. California will once again be a focal point, too, as states and the feds observe how the new carbon trading and low carbon fuel standard fare as they are implemented. A good year in California could mean other states or the federal government could model their own policies after the Golden state.

    R.L. Polk is out with their listing of the cities with the greenest cars. They found that 15 cities (9 of which are in California) account for 30% of all hybrids and 41% of all EVs. Tulsa hit the bottom as the city with the fewest hybrids and electrics. Autoblog Green brings encouraging overall news about alternative fuel/powered vehicle sales saying that December numbers are superb and 2012 vs. 2011 saw a 63% surge in sales. The best part is their chart that lists the Company/Brand showing their sales numbers for both years.

    Techno enthusiasts everywhere are twitterpated (word introduced in the movie Bambi) this week by the annual Consumer Electronics Show (CES) taking place in Las Vegas. Some of the coolest gizmos are from the automotive sector, which, in fact has grown significantly as a presence at CES. From driverless cars to in-vehicle technologies, a record number of OEMs are exhibiting and holding press events with an automotive exhibit footprint of more than 100,000 square feet.

  • Dwelling Conundrums

    The headlines ranged from “Prelude to Catastrophe” to “Just a Bump in the Road.” But, the fiscal cliff deal that was reached earlier this week portends a happy new year for those in the alternative fuels and advanced vehicle technology industry. Included is an extension of the alternative fuel tax credit and infrastructure credit, which are retroactive to cover 2012. The plug-in hybrid electric vehicle (PHEV) $2500 credit is reinstated, as well as producer credits for algae-based and cellulosic biofuels. The National Biodiesel Board thinks the $1/gallon credit could add as many as 30,000 jobs in the biodiesel industry. Transit commuters received a late holiday present, too, as the restoration of a commuter benefits program will allow workers to pay for up to $240 of their monthly transit costs (or $1500 annually) with pre-tax dollars. That, too, is retroactive to January 1, 2012.

    And, while we were all enjoying our long winter’s nap, Environmental Protection Agency (EPA) Administrator Lisa Jackson announced her plans to leave the Agency. Frances Beinecke, head of the Natural Resources Defense Council (NRDC), has nothing but praise for the Administrator. She cited Jackson’s tenacity in the face of the House voting more than 300 times in the last two years to weaken, delay or block environmental safeguards. Beinecke also hailed Jackson’s role in brokering the accord with automakers to double the fuel efficiency of cars and light trucks by 2025. As Jackson was stepping down, Assistant Administrator Gina McCarthy stepped up to grant the California Air Resources Board (CARB) their request for a waiver of Clean Air Act preemption to enforce its Advanced Clean Car Regulations. What a week it was.

    Those clean cars are taking off around the country and the Detroit News is reporting that General Motors ended the year with a tripling of Chevrolet Volt sales over 2011. Sales topped 23,000 of the vehicles for the year. Pike Research says we ain’t seen nothing yet. Their forecast projects global annual sales of electric vehicles (EVs) to reach 3.8 million by 2020.

    The way folks are getting around is changing, which was exemplified by Avis rental car company broadening the scope of their service offerings by purchasing Zipcar. Steve Case, co-founder of AOL and the largest investor of Zipcar says the $491 million purchase price makes sense as it is easier to share, and a hassle to own a vehicle. Mobility solutions are fascinating to observe and you’ll be intrigued by the tricycle house form China. This may be a dwelling conundrum solution for some as they literally tool around on their very grown up tricycles, equipped with a house on the back that can provide options for a kitchen, bathroom, living area and even a garden.

  • Let The Prognostications Begin

    It appears that the First Daughters caught the ear of their father where environmentalists couldn’t. President Obama told Time Magazine, as he was interviewed as the recipient of their Person of the Year honor, that climate change is one of his top 3 second term priorities, thanks to Sasha and Malia. The economy and immigration rounded out his top 3 list (this was before last week’s tragic shooting in Connecticut).  Achates Power and AVL Powertrain Engineering are big winners, too, as the U.S. Army Tank Automotive Research Development and Engineering Center (TARDEC) has awarded them a contract worth $4.9 million to design and construct the Next-Generation combat engine.

    Calling fleets that are in the market for well-maintained LNG T800 tractors. Perris, California is the place to be today as LA County Sanitation is selling five Kenworth LNG fueled tractors as they transition into a CNG, short-haul focus using the Cummins ISX12 G engine. The results of today’s auction will show how strong the resale value is for LNG tractors. Journalist Jim Motavalli has been around the automotive block a lot over the last several decades and this time he’s cruising in a Ford F-250 that runs on $2-a gallon, clean-burning propane. There are 350,000 propane vehicles in the U.S., and growing, as Omaha public schools has just placed the largest propane school bus order in history. The Blue Bird Vision is equipped with Roush Clean Tech’s dedicated liquid propane autogas fuel system.

    Yesterday, NPR dialed up two of Santa’s colleagues (aka Paul Tronsor with FedEx and Mike Mangot with UPS) to get a sense of the logistics involved in delivering gifts to kiddos around the world. Among the findings, it would require 46 International Distribution Centers; 400,000 workers to load presents; 100 meteorologists on the lookout for disruptive weather events; and 40,000 folks to help him clear customs (getting reindeer through can be tricky, I hear). I’m just hoping while Mr. Claus is in the cloud(s) he’s employing dynamic-routing, real-time work order management, and mobile integration services for his mobile workforce. Providing all of those services for someone on your holiday list is Telogis, which has just released a terrific Santa helper in the form of “Fleet 10.”

    What would the last NewsNotes of 2012 be without automotive prognostications? Thanks to Pike Research, some educated guesses have been made about what’s on the 2013 horizon. Making the list, among other things is that North America electric bike sales will jump more than 50%; hydrogen fuel cell vehicle sales will more than double to more than 3400 units; and, leasing will trump selling electric batteries.   • Invention and Innovation

    The Hill reports that a recent poll has four out of five respondents now calling climate change a serious U.S. problem. Rising temperatures and no action to decrease global warming have environmentalists pressuring the White House to take tough actions now. Right on cue, the Environmental Protection Agency stepped up last Friday and released their long anticipated air standards for fine particulate from auto tailpipes, power plants, drilling operations and boilers. Environmentalists and health advocates voiced their pleasure over the stringent soot and PM2.5 standard with some calling it nothing short of historic.

    One influencing factor in shifting public perception about climate change is people believing their own eyes as they witness rising thermometers, New York City subway tunnels flooding, polar ice melting, and Midwestern farm fields drying up. The City of Ann Arbor isn’t waiting around for the Feds or the state of Michigan to take action. Monday night the City Council approved a Climate Action Plan that among other things significantly decreases reliance on fossil fuels by the transportation sector. Their ambitious goal is to reduce GHG emissions by 90% by 2050.

    Innovation is showing its automotive and fueling colors in many arenas and Emerald Automotive recently was named the winner of the What Van? Awards 2013 for their prototype lightweight hybrid-electric van that will be available for large delivery fleets beginning in 2014. Innovative Indianapolis is claiming the distinction as the first city in the U.S. to require the purchase of either electric, or plug-in hybrid electric vehicles as they replace their 500 vans by 2025 (police vehicles excluded). They are even pondering converting their snow ploughs, garbage trucks and fire engines to run on NG.

    Clean fueling solutions take many shapes and recently Clean World opened the nation’s largest commercial-scale, high solid anaerobic digestion (AD) system. Located in South Sacramento, CA, the biodigester can convert 25 tons of food waste per day into renewable natural gas. And, Atlas Disposal is developing California’s first AD-based RNG fueling station to fuel 14 CNG trucks and vehicles from area jurisdictions and agencies. This project involves many partners including the California Energy Commission, CalRecycle, and the City of Sacramento.

    The California Air Resources Board is serious about reducing diesel PM, too, and they are out with a solicitation for off-road equipment projects. Available funding is up to $1 million, and could increase to as much as $5 million. They are looking for projects on the cusp of commercialization-think cargo handling equipment, yard trucks and lift trucks. 

    And, CALSTART member companies, if you haven’t yet looked at the “FYI” that went out yesterday afternoon at 3:07 Pacific time, open it now as there were three additional funding announcements listed, two of which were related to natural gas (NG). Forbes is natural gas giddy in their article titled All Roads Lead to NG Fueled Cars and Trucks. Royal Dutch Shell seems to think so, too. 2012 was the first year their NG production exceeded that of its oil development. Among other things Shell is working with NG engine manufacturer Westport Innovations to co-market the need for new LNG-fueled trucks. If you are new to the promise of LNG for trucks, Houston is the place to be from January 21-23 where the World LNG Fuels 2013 conference is taking place. CALSTART, an Alliance Partner of the event, will be exhibiting and Kevin Beaty, VP and Director of HTUF is speaking at the event.
