The US EPA announced in January 2010 that it will strengthen national ozone rules to meet federal health standards, replacing standards from the Bush Administration.  The new rules , which will be phased in over up to 20 years, would drop ozone limits to no more than 0.60 – 0.70 ppm ozone over 8 hours, down from the current standard of 0.75 ppm.  Under the new standards, hundreds of additional counties will fall into non-compliance for air quality.  EPA will issue final standards by August 31st 2010; states will have to submit compliance plans by 2013; the new rule will be enforced beginning in 2014.

What does this mean to you?  More than you may think.  The new rules may mean significant new emission reductions are needed.  For example, according to the South Coast Air Quality Management District (SCAQMD), Southern California, with the country’s worst air quality and a significant hub for transportation and commerce, will be required to reduce its NOx by an additional 88 - 91% to achieve the new standards.  This means essentially transitioning out of fossil fuel combustion and moving toward zero-emission technologies.  Other major urban areas nationally face equally serious circumstances.

To explain the new EPA rule and its significant impact on transportation - and possible significant opportunities for the clean transportation industry - CALSTART presents a highly informative webinar with Peter Greenwald, Senior Policy Advisor for the SCAQMD. Mr. Greenwald has over twenty years of experience in air quality law and policy.  His recent work includes developing policy and legislative proposals in order to reduce pollution from burgeoning international goods movement activities and he has been directly assessing the new ozone rules impact.
