Webinar: Policy Experts to Discuss Overhaul of California’s Seminal ZEV/LEV Programs

Join us Tuesday, March 23rd at 11:00am PDT as CALSTART moderates a panel of policy experts discussing the overhaul of two of California’s major programs to reduce emissions from light duty vehicles:
- The Zero Emission Vehicle (ZEV) program, and
- The LEV III tailpipe standards. The primary focus will be on the greenhouse gas tailpipe standards (commonly known as “Pavley II,” but now called LEV III GHG) that apply to cars in the 2017-2025 timeframe, but the discussion will also touch on the LEV III criteria emission standards.
ARB workshops have already started reviewing these important policies. Panelists joining the discussion include:
- Elise Keddie, Manager, ZEV Implementation Section, ARB
- Paul Hughes, Manager, Low Emission Vehicle Implementation Section, ARB
- Roland Hwang, Transportation Program Director, NRDC
- Simon Mui, Scientist, Clean Vehicles and Fuels, NRDC
California’s Air Resources Board (ARB) is currently overhauling both of these crucial and interconnected programs. The LEV III-GHG tailpipe standards that ARB develops this year are the follow-up to the so-called “Pavley” standards that form the basis of the federal emissions and efficiency standards announced last year. The LEV III criteria emission standards will require further reductions in criteria emissions from passenger vehicles. The revamped and streamlined ZEV program will continue to drive the development and deployment of zero- and near zero-emission vehicles. The results of these program overhauls will have a profound effect on the light duty vehicle market in California and around the country, as California’s polices can be expected to be adopted in some form by other states.

CALSTART will moderate a panel discussion with expert panelists and presenters from the California Air Resources Board (ARB) and the Natural Resources Defense Council (NRDC).
