Works to develop better national and regional purchase incentives that can make it easier for fleets to purchase medium- and heavy-duty hybrids during the early market period when incremental costs are higher due to low production volumes. Operated in partnership with Environmental Defense Fund, the Working Group is making significant progress. It has identified a model incentive structure to provide fleets with a rebate at purchase of half the incremental cost, and is working at the state and federal level to encourage its use. California is currently developing a purchase "voucher" program based on this recommendation. The Working Group is also working to have hybrids recognized in the climate and energy bills, enhance and extend hybrid tax credits, and expand research and development and deployment funding for hybrids and high-efficiency trucks.
