EPA RELEASES PHASE II RULES FOR HIGHER-EFFICIENCY TRUCKS

Trucks - Pulling Our Weight: Driving Toward Stronger Standards for Cleaner, More Efficient Medium- and Heavy-Duty Vehicles

EPA Releases New Draft Rules for Higher-Efficiency Trucks and Buses

CALSTART, a national non-for-profit organization focused on the advancement of clean transportation technologies, is working with industry, government and communities to recommend the development and implementation of strong and effective fuel economy and emission standards for medium- and heavy-duty vehicles. We believe good standards will lead to cost savings for fleets and create high-value jobs for America. In June 2015, the U.S. Environmental Protection Agency (EPA) and the National Highway Traffic and Safety Administration (NHTSA) released Phase II rules outlining fuel economy and carbon emission reductions for all newly manufactured M/HD vehicles starting in 2020. 

Now with the new rules out for public comment, CALSTART is encouraging stakeholders that have an investment in the future of higher-efficiency vehicles to participate in the commenting period to support effective rule development. Through ongoing conversations and Task Force meetings, CALSTART continues to engage with and collect feedback from stakeholders to ensure that Phase II rules accurately reflect the needs of the industry, support vocations of various duty cycles, encourage innovative and new technology, while demonstrating optimal benefits for increased fuel efficiency and emission reductions. 

Why We Need Your Input 

Whether you are a technology manufacturer, fleet manager, logistics company or port, we all depend on medium- to heavy-duty vehicles to transport goods and move people every day. However, although these vehicles only represent 7% of the total population of vehicles on the road, they consume 25% of the fuel used by all vehicles. 

Cutting this fuel burn strengthens the economy and weakens the power of foreign oil producers. More efficient, lower emitting medium and heavy-duty vehicles help us all, and fleets and industry believe much more is possible. We need your partnership to support the development and adoption of strong standards that support the advancement of fuel-saving technologies, meet business and operational needs of various vehicle vocations and promote sustainability through carbon cutting solutions.

Get Engaged


CALSTART has organized the Heavy Duty Vehicle Fuel Economy Task Group  as an important forum to engage stakeholders in a conversation to discuss the development and implementation of Phase II standards. Task Group meetings are held regularly and interested parties are welcome to participate. 



The five goals of the Task Group are to:
1. In advance and post release of draft Phase II rules, discuss key issues for industry and users;
2. Make sure beneficial fuel saving technologies are included in rule design;
3. Seek areas of agreement and identify areas of concern;
4. Work collaboratively to develop recommendations; and
5. Provide feedback to agencies.
